I think Kyle's on to something with the interconnected Vault power cable theory but we can break it down a little more. What if the Vaults fulfilled multiple roles in Vault-Tec's reclamation plan, they would serve as: 1. Test beds for hypothetical post-apocalyptic social structures and other experiments 2. Act as repositories of knowledge, technology, and people 3. Shelter Vault-Tec staff and associates (at least the control vaults and some special projects like 31, 2 & 3) 4. Act as Power/Production plants using the G.E.C.K. water purifiers, and power plants to effectively jump start surrounding infrastructure during reclamation If the capsule then acted as a key for number 4, requiring the biometric and biographical security details of Vault-Tec management to activate, then you would have to change nothing about the plot line except change some dialogue to cut out the cold fusion technobabble. The Vaults would take on a much greater role of importance in the lore, it preserves the mastermind Vault-Tec story line Bethesda is taking, and even fits with some previous lore (e.g. House filled in Vault 21 to protect his interests in New Vegas and prevent its reclamation by Vault-Tec and abandoned Vault 3 despite it being a control Vault for his own designs. Vault 76 would remain sealed until such time as an approved Vault-Tec representative or their descendants would come to reopen the Vault, locking away the remaining facilities to ensure their control over them.)

i think this episode falls short, if we look at real fusion designs, one of the proposed reactors requires a smaller reactor to generate its fuel, and i think that's what we see in the show, the artifact was a high density fuelsource for a smaller reactor that generates fuel for the larger reactor, a fuelsource that itself was created using cold fusion
